Please be aware that it is the homeowner’s responsibility to share relevant information provided to you by the Clarksbug Village Homeowners Association with any tenants or other non-homeowners living in your home, including all governing documents of the Association.
Architectural Review Process
All modifications to the exterior of your Clarksburg Village home and lot require Homeowners Association approval. If you would like to modify the exterior of your home, you must complete and submit an Application for Exterior Modification for review by the Clarksburg Village Homeowners Association Board of Directors. The application form and guidelines are available for download on the homeowner portal.
Ground Maintenance
Grounds maintenance services are provided by Shorb Landscaping (Phase 1) and BrightView Landscapes (Phase 2 and the Courts at Clarksburg Active Adult Community).
General services include:
- Mowing of common areas, public rights-of-way in front of individual homes, and private townhome lots, approximately every 7–10 days, weather permitting.
- Trimming of grass around all fence lines (except wood picket fences between the sidewalk and the home), flower beds, tree and shrub beds, and other objects bordering the mowing areas.
- Removal of “suckers” from all trees as well as all broken branches and weeds from all trees, beds, and turf areas.
- Edging of all sidewalks and curbs (a minimum of once for each 3 maintenance visits).
- General grounds maintenance to all Storm Water Management and Category II Forest Conservation Areas.
- Installation of spring and fall “annual” flowers.
- Spring clean-up and mulching.
- Leaf removal and bed maintenance, twice each in November and December, provided to the common areas and private townhouse lots.
- Tree and shrub pruning and watering, as appropriate for the health of the species.
Pet Waste Stations
Pet owners in Clarksburg Village are responsible for promptly cleaning up after their pets to help maintain a clean, safe, and enjoyable environment for all residents. Pet waste should be properly bagged and disposed of in designated trash receptacles or the homeowner’s personal trash container. Leaving pet waste on lawns, sidewalks, or common areas is not permitted and may result in violations under HOA guidelines as well as Montgomery County regulations. Residents are encouraged to carry waste bags when walking their pets and to be mindful of neighbors’ properties. Maintaining these standards helps preserve the cleanliness and overall appeal of the community.

Parking
Parking within Clarksburg Village is regulated to ensure safety, accessibility, and a well-maintained community environment. Residents and guests are expected to follow all posted signage and HOA guidelines regarding street parking, designated spaces, and any permit requirements. Parking may be restricted in certain areas to allow for emergency vehicle access, traffic flow, and routine services such as trash collection and snow removal.
Homeowners are encouraged to use garages and driveways as their primary parking spaces whenever possible.
Vehicles should be properly registered, in operable condition, and must not be left in violation of community rules for extended periods.
Commercial vehicles not being permitted in the community.
Compliance with both HOA policies and Montgomery County regulations helps maintain order and convenience for all residents.
Street & Sidewalk Maintenance
Street and sidewalk maintenance within Clarksburg Village is managed through a combination of HOA oversight and Montgomery County services, depending on ownership and jurisdiction. The HOA is responsible for maintaining certain private streets, sidewalks, and pathways within common areas, including routine repairs and upkeep. Montgomery County maintains public roads and designated sidewalks. Homeowners are responsible for keeping sidewalks adjacent to their property clear of debris, snow, and ice, in accordance with county regulations. Residents are encouraged to report any hazards such as cracks, uneven surfaces, or drainage issues to the HOA or appropriate county department to help ensure safe and well-maintained infrastructure throughout the community.

Snow Removal
Winter weather operations within Clarksburg Village are coordinated through a combination of HOA-managed services, Montgomery County snow removal operations, and developer responsibilities in unfinished sections of the community. To help residents better understand snow removal procedures, street responsibilities, sidewalk clearing requirements, and plowing priorities, the Association has provided several downloadable reference documents, including snow removal maps for various phases of the community and a detailed Snow Removal FAQ. These resources identify which roads, alleyways, and sidewalks are maintained by the HOA versus Montgomery County and provide important information regarding homeowner responsibilities during winter weather events.
Trash and Recycling Collection
Residents are encouraged to separate household waste, recycling, and yard debris according to county requirements, using approved containers and clearly labeled bins.
The Association contracts J&J Trash Service for refuse collection on Mondays and Thursdays.
Yard waste is picked up on Mondays.
